ANNEX 2 - CONDITIONS CONSISTENT WITH THE OPERATING SCHEDULE
General
1. The licence holder shall regularly monitor ACRE publications advising on premises management and changes to legislation and will update procedures and paperwork accordingly.
2. The licence holder shall provide risk assessments for functions/activities where the hirer does not have their own.
3. There will be a Conditions of Hire document, and this will be displayed in the Centre. This must be agreed by all hirers and will be periodically reviewed.
4. The licence holder shall carry out regular monitoring of the Community Centre fabric and activity by the trustees.
5. The licence holder shall carry out unannounced monitoring of activities/functions to ensure compliance.
6. The licence holder shall reject applications for the hire of the Community Centre when it is deemed by the trustees that the event is unlikely to meet the licensing objectives.
Prevention of crime and disorder
1. The licence holder shall ensure that hirers agree to adhere to capacity limits.
2. The licence holder shall ensure that hirers for licensed functions agree to comply with all relevant legal requirements and to be held responsible for any breach (Trustees may also inspect the premises during functions).
3. The Community Centre will not accept bookings for discos/dances/similar events where tickets are sold at the door.
4. Alcohol will only be sold when a Personal Licence Holder has a valid Temporary Event Notice for the event, and they must be present throughout.
Public safety
1. The Community Centre will comply with all health and safety regulations e.g., fire safety, emergency lighting etc. and relevant certificates will be displayed.
2. The Community Council shall have Public Liability Insurance in the sum of £10,000,000.
Prevention of public nuisance
1. The licence holder shall ensure that hirers agree to monitor the volume of amplified sound.
2. All functions shall end by 23:45, and the hirers shall agree to and ensure that the Community Centre is vacated by midnight (unless it is New Year's Eve or by special arrangement).
3. The licence holder shall ensure that hirers agree to ensure that users leave in a quiet and orderly manner and notices requesting this are displayed at the exits.
4. Parking shall only be on-site and not in the adjacent street.
Protection of children from harm
1. Children under the age of 11 years will not be allowed in the kitchen.
2. Children shall be supervised at all times by parents/carers or suitably responsible adults, and trustees will monitor this.
3. Some trustees shall have undertaken Safeguarding training.
4. Providers of activities for unaccompanied children and young people will be required to undertake and or show evidence of, clear DBS checks and appropriate Safeguarding training.
Children will only be admitted to films with the appropriate BBFC classification.
