Annex 2 - Conditions Consistent with the Operating Schedule
General Conditions
1. The Carnival is a traditional street carnival in more or less the same format each year. As the event has grown in popularity steps have been put in place to ensure the safety of the public and to meet the concerns of the police in terms of crime and disorder.
2. The event has an accident free record and the organisers are determined to maintain this.
Crime and Disorder
1. The Carnival is organised in close liaison with the police from the early planning stages through to its conclusion.
2. All measures agreed with the police in relation to the prevention of crime and disorder are implemented.
Public Safety
1. Public liability insurance cover to the value of £10m will be in place for each carnival.
2. The carnival is organised in close liaison with the police from the early planning stages through to its conclusion.
3. All measures agreed with the police in relation to public safety are implemented. St John's Ambulance Brigade provide first aid cover for the event.
Prevention of Public Nuisance
The Carnival Committee is aware of the need to avoid public nuisance and ensure that all events end at a reasonable hour in order to prevent disturbance from noise:
1 The Licensee shall ensure that arrangements are made with either the Local Authority or some other waste disposal agency for the clearance of any rubbish generated by the event.
2 The Licensee shall ensure that vendors cease use of generators by 23:00 hours.
3 At least two weeks prior to the approved event known as the Felixstowe Carnival, the Licensee shall submit to the Licensing Authority a plan of the site layout, specifying the location of the stage(s), fun fair, fireworks and side stalls. A site layout shall be approved by the Licensing Authority and only this layout shall be implemented.
4 At least two weeks prior to the approved event known as the Felixstowe Carnival, the Licensee shall notify the Licensing Authority in writing of the name and contact telephone number of a person responsible for noise control at and for the duration of the event. This person shall be contactable for the duration of the event.
5. The name and telephone number of the responsible person (as in condition 4) shall also be notified in writing to all residents at the following addresses:

6. The responsible person (as in condition 4) shall monitor the noise levels at the boundaries of nearby residential properties, and implement any changes to reduce the noise levels in accordance with any request by an authorised officer of the Local Authority immediately and ensure that the volume is maintained at a reduced level.
7. The Licensee shall notify the Local Authority Environmental Protection Team of the date and time of any sound check/ sound propagation test to be carried out prior to the event. Notification shall be at least 24 hours prior to the sound check/sound propagation test taking place.
Protection of children from harm
The event is a family orientated one and no additional measures have been identified in relation to this objective.
