ANNEX 2 - CONDITIONS CONSISTENT WITH THE OPERATING SCHEDULE
General
1. This premises licence is for one weekend event to be held per calendar year. The Licensing Authority and any other Responsible Authorities will be informed of the date for this event a minimum of 30 days prior to the event each year.
2. Plastic glassware will be used, no glass bottles / Glasses to be sold.
3. Door supervisors will be present in line with Event Management Plan numbers. the door
supervisors will ensure that-
Drunk and disorderly persons are refused admission to the premises.
An orderly queue is maintained outside the premises.
Capacity limits are monitored and enforced.
No alcohol will be brought onto the premises by patrons.
Bags will be searched on entry.
Prevention of crime and disorder
1. Security staff will be present as per the Event Management plan. There will be a Security
briefing each day before the site is open to patrons.
2. No Alcohol will be brought onto the premises by patrons. All alcohol sold on site will be through
the festival bars. No alcohol can be taken off the premises.
3. Bar Staff will operate a Challenge 25 Policy. Bar staff will monitor customers and reserve the
right to refuse the service of alcohol to anyone who they feel is in danger of becoming intoxicated.
Public safety
1. Drinks will not be allowed to be taken off the premises at any time.
2. First aiders will be present at all times that the premises is open.
3. Security Staff will monitor crowd behaviour.
4. There will be an evacuation plan in the event management plan.
5. There will be fire points clearly marked on the site plans in the event management plan.
6. There will be a manned event control unit for patrons should they require assistance.
7. A full Event Management Plan will be completed.
Prevention of public nuisance
1. A Noise Management Plan shall be provided to the satisfaction of East Suffolk Council Environmental Protection Team at least 30 days prior to the event. This Noise Management Plan shall identify how noise arising from the event will be effectively controlled so as to prevent public nuisance and show full compliance with licence conditions and with music noise levels derived from the Code of Practice on Environmental Noise Control at concerts (published by the Noise Control Council ISBN 2900103515).
In particular the noise management plan shall include the following;
a) A scale plan of the site indicating the main stage(s) and where noise will arise.
b) Details of the acoustic consultancy or noise management service to be used, including names, qualifications, and contact numbers.
c) Measures to be taken prior to the event in respect of noise mitigation, (i.e., agreement of noise monitoring points, noise propagation tests and analysis, background sound level survey, resident letter drop).
d) Set out details of the proposed arrangements for dealing with any exceedances of Music Noise Levels (as described in Conditions 5 and 6) determined by the proposed monitoring, in a timely and effective manner.
e) Liaison with East Suffolk Council Environmental Protection Team.
f) Other noise emissions at the event, (i.e., fireworks, pyrotechnics, funfairs etc).
g) Control of unauthorised noise on site (i.e., private parties).
h) Over run strategy.
2. All systems of sound amplification and reproduction through the public address system shall remain under the control of the Licensee. Such control may be via a Licensing Compliance Officer or appointed Acoustic Consultant. The only exception to this is where an authorised officer of the Licensing Authority or the emergency services, in accordance with the Emergency Contingency Plan, has assumed the control of the system.
3. Sound Control Engineers with authority to alter music amplification levels shall be nominated by the Licensee and confirmed in writing to the Licensing Authority and Environmental Protection Team at East Suffolk Council at least 7 days before the start of any music festival or music concert type event.
4. During the event, the Licensee and any appointed Sound Control Engineers shall comply with all reasonable requests made by an Authorised Officer of East Suffolk Council Environmental Protection Team to reduce the Music Noise Level in order to prevent public nuisance. Compliance with any such instruction shall be implemented as soon as possible.
5. All sound amplification systems under the control of the Licensee shall not be used outside of the permitted hours for regulated entertainment, except for emergency announcements relating to public order and safety.
6. The music noise level cumulatively from the event stages shall not exceed the following music noise levels at the nearest independent noise sensitive receptor identified in the Noise Management Plan between 10:00 and 23:00 hours:
• • 40 dB LAeq,15minute OR the background sound level LA90,15minute by more than 15 dB LAeq,15minute.
• • 55 dB Leq,15minute in any 1/3 octave band between 50 Hz & 160 Hz or the background sound level LA90,15minute in any 1/3 octave band between 50 Hz & 160 Hz by more than 15 dB LAeq,15minute.
Note: if the background sound level is relied upon to determine the music noise level, then this should be established though an appropriate survey undertaken in advance of the event in a manner to be agreed by the Environmental Protection Team, and then detailed in the Noise Management Plan.
7. The music noise level from any stages between the hours of 23.00 and 08.00 should not be audible within noise-sensitive premises with windows open in a typical manner for ventilation.
8. There shall be no amplified recorded music beyond midnight on any day of the event. Recorded music and dance after midnight of any day of the event can take place as part of a silent disco only.
9. The Licensee or their appointed acoustic/noise control experts shall undertake noise monitoring during the course of any music festival or music concert event to ensure compliance with the Music Noise Levels as set out in Conditions 6 and 7 and make written records of that monitoring.
10. Noise from other sources on site that are under the control of the Licensee but which do not fall within the description of regulated entertainment (e.g., mobile generators and litter and waste removal activities) shall not be audible within any noise sensitive properties between the hours of 23:00 and 08:00.
11. The Licensee shall make all reasonable endeavours to ensure that no noise nuisance is caused by non-licensed sound amplification systems during music festivals or other events where guests stay on site overnight.
12. Rehearsals and any additional essential sound checks shall only be permitted during the hours permitted for the performance of regulated entertainment. No musical entertainment shall be permitted outside of these hours.
13. At least three weeks prior to the start of the event the Licensee shall advertise a Noise Complaint Hotline telephone number that will be available for the duration of the event. The adverts shall be in the form of a mail drop to all properties within a 3 Km radius of the site, and the number should be provided on the event/festival website.
14. The licensee shall ensure that their published Noise Complaint Hotline telephone number is staffed and responded to for the duration of the event.
15. All operations involved in the erection of the stages and all other temporary structures on the premises licence application site shall only take place between the hours of 08:00 and 23:00. The same working times shall apply for the de-rigging post event.
16. All details and measurement results from checks and sound level monitoring undertaken in fulfilment of the Noise Management Plan shall be made available for examination upon request by the Environmental Protection Team at East Suffolk Council and, in any case, retained and forwarded to the local authority within 28 days of the conclusion of the event.
17. Security staff will ensure that all patrons have left the premises prior to signing off duty.
18. Rubbish bins will be located on site to reduce waste problems outside the premises, a litter pick
will be done after each day.
19. The licence holder shall display clear and legible notices requesting patrons to respect nearby residents and leave the premises quietly.
Protection of children from harm
1. There will be a Lost Child / Vulnerable adult policy and staff will be briefed on this policy.
2. Children must be accompanied by an adult.
3. The licence holder shall implement the 'Challenge 25' scheme, ensuring prominent signage is displayed throughout the premises. The Licence Holder shall ensure that any person selling or supplying alcohol at the premises, asks for photographic proof of ID document where they have reason to suspect that the individual may be under 25 years of age.
