Annex 2 - Conditions Consistent with the Operating Schedule
General Conditions
1. A team of ten security personnel (Security Industry Accredited) will be responsible for crowd management at the main access points to the festival site.
2. The SIA personnel will also maintain a high visibility presence at the bar area during operating hours and carry out roving patrols to prevent crime & disorder.
3. There will be a volunteer team of eight to twelve stewards.
4. Arrangements will be made for specialist fire and rescue cover and professional medical provision at the event.
5. The organisations employed for SIA security, traffic management, medical and fire cover will be detailed in the Event Management Plan (EMP).
6. Barriers will be erected around the perimeter of the site and in front of the main stage.
7. A sterile area will be kept to allow a clear access/egress route for emergency vehicles.
8. Emergency/Evacuation procedures will be in place.
9. A detailed EMP will be produced, a copy of which will be provided to the responsible authorities upon request.
Crime and Disorder
1. SIA security will take pro-active steps to ensure that alcohol is not taken onto the site and it will be a condition of entry that bags can be searched.
2. Bar staff will refuse the sale of alcohol to anyone that appears drunk and will strictly follow the ‘Challenge 25’ policy to prevent under-age drinking.
3. No glass will be allowed on site or serving areas.
4. Security personnel will carry out high visibility patrols of the festival site to prevent and detect crime / anti-social behaviour.
Public Safety
1. Crowd capacity will be monitored.
2. Any need to evacuate the site will be clearly communicated to festival goers via the Public Address System and security/volunteer stewards will be fully briefed on the procedures to be followed.
3. Set emergency procedures are in place to deal with severe weather events, suspicious items, bomb threats and fire precautions.
4. Medical cover will be arranged through a fully licensed provider.
5. All key public areas/ food stalls will be equipped with appropriate fire extinguishers.
6. Caterers will have current hygiene certificates and necessary insurance - details of which will be provided to Environmental Health.
7. The erection of temporary structures will comply with regulations.
8. An Anemometer will be used to keep a check on wind strength.
Prevention of Public Nuisance
1. The amplified sound levels from the main stage will be monitored throughout the event to ensure that noise levels do not exceed permitted levels.
2. Staging will be erected so that amplified sound is projected away from neighbouring residential properties.
3. Speakers will be facing in a slightly downward position to prevent some projection of sound.
4. Festival goers will be asked to respect our neighbours and leave the event quietly.
5. The Event Car Park will be on the Memorial Field and at the Fromus Centre.
6. A Traffic Management company will be in attendance at the school entrance to control pedestrians, facilitate disabled parking and prevent unnecessary obstruction of the nearby Ambulance, Fire or Police Stations.
7. Clear traffic signage will be in place.

Protection of children from Harm
1. A robust approach will be taken to prevent under-age drinking.
2. The ‘Challenge 25’ policy will be strictly adhered to by bar staff.
3. Security personnel will carry out challenges and confiscate alcohol where appropriate.
4. Set procedures will be in place to deal with any reports of lost or found children.
5. Volunteers and security will be fully briefed on safeguarding policies for children and vulnerable adults.
6. Our response will be overseen by the Event Manager or their Deputy from the designated Control Tent.
