Annex 2 - Conditions Consistent with the Operating Schedule
General Conditions
The Club management committee:
1 Will adhere strictly to the rules of the club, vetting all applications for membership proposed and seconded by members of two years standing.
2 Will manage the premises in a responsible manner.
3 Will implement sound and consistent management of the premises, maintaining its safe and orderly environment and will ensure that all staff are appropriately trained to support this.
4 Will actively liaise with all Responsible Authorities and take positive action to address any concerns they may have.
5 Will ensure that the consumption of alcohol is restricted to the licensed bar areas.
6 Will first seek a variation of the premises licence should alterations or addition are made to any part of the licensed premises in such a way as to make it impossible to comply with an existing licence condition.
Crime and Disorder
The Club management committee:
7 Will carry out regular risk assessments on late night opening and take appropriate steps to minimise any problems identified.
8 Will ensure that excessive ordering of alcohol is not allowed when last orders have been called.
9 Will not adopt any drink promotion activities that undermine a policy of responsible drinking.
10 Will ensure that training is provided to all staff relating to drunkenness and drug awareness.
11 Will ensure that house managers/staff are adequately trained on dealing with illegal activities and aggressive customers.
12 Will ensure compliance with existing policies and procedures for the prevention of any crime and disorder and will ensure that the appropriate numbers of stewards are available for every event.
13 Will ensure that a policy is in place for ejecting disruptive customers from the premises, and that staff are trained accordingly, and will call the police immediately.
14 Will communicate promptly with the police whenever a customer's behaviour or actions gives cause for concern.
15 Will maintain the strict door entry system and a panic button behind the bar area that is connected to Suffolk Constabulary.
16 Will provide access to Club rules to all members which includes conditions of entry and compliance.
17 Will display any notices relating to crime prevention at the request of Suffolk Constabulary.
12. Will comply with any instruction or request by Suffolk Constabulary.
18 Will comply with any crime prevention initiative introduced by the Police.
19 Will ensure that the names of all members are displayed on the premises.
20 Will ensure that all guests are signed in.
21 Will maintain the burglar alarm in good working order.
22 Will ensure that internal doors leading to private areas are kept locked at all times when the public are on the premises.
23 Will provide warning notices that the premises operates with low cash levels.
24 Will implement a 'Strict no drugs' policy.
25 Will ensure the consumption of alcohol will be restricted to the areas indentified on the planattached to the operating schedule.
Public Safety
The Club management committee:
26 Ensure that an adequate and valid public liability insurance is in force and that a copy of the schedule is available for inspection by an authorised officer on request.
27 Ensure that regular regular risk assessments are undertaken, and that appropriate steps are taken to minimise any problems identified.
28 Ensure that a health & safety incident reporting system will operate during the hours that the premises are open to the general public.
29 Ensure that an adequate and appropriate supply of first aid equipment and materials are available on the premises.
30 Ensure that on-going planned maintenance schedules implemented are complied with.
31 Ensure that the following systems are maintained and inspected by a suitably qualified professional person in accordance with the appropriate British Standard an at intervals recommended in national guidance, and will keep the records of such inspections available for inspection by authorised officers on request:
• Electrical installation
• Emergency lighting systems
• Fire alarm systems
• Gas boiler appliance
• Suspended ceilings
• Portable fire fighting equipment
• Temporary electrical installations
32 Ensure that access for emergency vehicles at the premises is kept clear and free from obstruction at all times.
33 Ensure that all exits and escape routes are clearly identified, kept free from obstruction and available for immediate use in the event of an emergency during licensable activities.
34 Ensure that any removable security fastenings are removed whenever the premises is open to the public or occupied by staff.
35 May move fire appliances, AWP machines, cigarette machines and/or any other similar objects which may impact on the ability of individuals on the premises to use exits or escape routes without impediment.
36 Will ensure that the Fire Brigade is called immediately in the event of a fire, however slight, and the details recorded in a Fire Log-Book.
37 Will maintain the fire alarm system in good working order.
13 Will ensure that fire-fighting equipment is provided in the licensed premises in accordance with any risk assessment and that staff will be suitably trained in their use.
14 Will ensure that all fire doors are maintained so as to be effectively self-closing and not held open other than by approved devices.
15 Will comply with any fire safety requirements requested by the Fire Officer.
16 Will ensure that curtains, hangings and temporary decorations are arranged so as not to obstruct exits, fire safety signs or fire fighting equipment.
17 Will comply with any seating capacity applicable to the premises as set by the Fire Officer.
18 Will ensure that outside lighting is used during the hours of darkness when any form of licensable activity is taking place.
19 Will ensure that in the absence of adequate daylight, the lighting in any area accessible to the public will be fully operational.
20 Will ensure that empty bottles and glasses are collected regularly both inside and outside the licensed premises.
Prevention of Public Nuisance
The Club management committee:
1 Shall ensure that no more than 12 events comprising the playing of live or recorded amplified music are held in any one calendar year, and shall further ensure that there is no more than one event comprising the playing of live or recorded amplified music held in any one calendar month. The Environmental Protection team at Suffolk Coastal District Council shall be notified of the date of each event at least 2 weeks in advance of the proposed event.
2 Take adequate steps to ensure that customers leave the premises quietly.
3 Shall ensure that the volume of any amplification system used in connection with regulated entertainment comprising the playing of live or recorded music shall be controlled such that it is non-intrusive at the boundary of any nearby residential property.
4 Shall ensure that all doors and windows to the premises are kept closed, except for access and egress from the premises, at all times when there are performances of any description of regulated entertainment comprising the palying of amplified music. When there are performances of regulated entertainment comprising the playing of amplified music, the management committee shal take such steps as are necessary to ensure that access to and egress from the premises, except in the event of any emergency, only takes place during breaks in the playing of amplified music.
5 Draw curtains across front and side elevation windows when there is strobe or flashing lighting in use.
6 In the event that a DJ is used for regulated entertainment involving recorded music will ensure that a public annoincement is made requesting that customers leave the premises quietly.
7 Ensure that the activities of patrons leaving the premises are monitored and, if appropriate, remind them of their public responsibilities.
8 Shall appoint a responsible member of the committee to monitor noise levels at the boundaires of nearby residential properties during events comprising the playing of amplified live or recorded music. If music noise is clearly audible at the boundary of any nearby residential property the responsible committee member shall ensure that the colume of the amplification system is reduced. A recoard of such assessments and any request to reduce the volume of the amplification system shall be kept at the premises and made available to an authorised officer of the Licensing Authority upon request.
9 Not put empty bottles, barrells, rubbish outside late at night.
10 Comply with any requirements relating to noise abatement requested by the District Council or other responsible authorities.
11 Shall prior to holding any future event comprising the playing of amplified live or recorded music as authorised by this Club Premises Certificate, soundproofing measures shall be carried out to the external and, if found necessary, the internal fabric of the building to the satisfaction of the Licensing Authority. Such soundproofing measurers shall include a noise test undertaken by the Environmental Protection Team to ascertain the suitability and effectiveness of the measures carried out.
Protection of children from harm
The Club management committee will:
12 Provide appropriate "under Age" warning notices.
13 Ensure that children under the age of 18 are accompanied at all times by a member adult while they are on the premises.
14 Ensure that any child entering the premises are under the direct supervision of parents/guardians who will be made aware of their responsibilities for the conduct and safety of any child in their custody.
15 Ensure that minors are not smoking or drinking alcohol on the premises.
16 Closely monitor cigarette machines and AWP's to ensure non-use by under 18s.
17 Will monitor AWP(s) to ensure non-use by under 18s.
18 Ensure that the club rules are adhered to in respect of junior members to the bar area of the club premises.
19 Not have activities to encourage children to want to enter the premises without a parent or guardian - other than the annual children's Christmas party.
