Annex 2 - Conditions Consistent with the Operating Schedule
General Conditions
1. One annual two day event within the months of June, July, August or September.
2. The event will be a family orientated event with limited on-site camping.
3. Entry to the event will be by ticket.
Crime and Disorder
1. The licence holder shall ensure that the dates for each event must be agreed with Suffolk Constabulary and the other Responsible Authorities at least six months prior to the commencement of the event.
2. The licence holder shall ensure that an operating policy will be agreed with Suffolk Constabulary and the other Responsible Authorities at least 28 days prior to the commencement of each event.
3. The licence holder shall ensure that the operating policy for each event is strictly adhered to.
4. SIA stewards will be in attendance at all times.
5. Access to the event will be ticketed.
Public Safety
1. SIA stewards will be in attendance.
2. There will be on-site first aid provision.
3. Further detail will be agreed within the operating policy 28 days prior to the event.
Prevention of Public Nuisance
1. The volume of the amplification system for live or recorded music at the annual two day concert event shall be strictly controlled so that noise levels do not exceed the levels set out in the ‘Code of Practice on Environmental Noise Control at Concerts’ for music events at ‘other urban or rural venues’ holding 1 to 3 events per calendar year. These levels shall be as follows:
The LAeq of the music noise, known as the music noise level (MNL), arising from the performance of live or recorded music during the annual two day concert event shall not exceed 65dB(A) over a 15 minute period when measured at the boundary of any noise sensitive properties.
2. At least 14 days prior to the annual two day concert event, the Licensee shall submit to the Environmental Protection Team a plan of the site layout, specifying the location of the stage, audience, lighting, generators and other associated plant. The site layout shall be approved by the Environmental Protection Team and only this layout shall be implemented.
3. At least 14 days prior to the annual two day concert event, the Licensee shall notify the Environmental Protection Team of the name and contact telephone number of a person responsible for noise control at and for the duration of the event. This person shall be contactable for the duration of the event.
4. The licensee shall inform residents of noise sensitive properties at least 14 days prior to the annual two day concert event of the dates and times of the concert, providing contact details of someone responsible for the event over the two days it takes place.
5. A noise propagation test shall be undertaken prior to the start of the annual two day concert event in order to set appropriate control limits at the sound mixer location. Notification to the Environmental Protection Team shall be at least 48 hours prior to the sound propagation test taking place. During the test the sound system shall be configured and operated in a similar manner as intended for the event. The sound source for the test shall be similar in character to the music likely to be produced during the event.
6. Start and finish times will be in line with planning permission C95/1255 & C0580169 and in accordance with the existing noise management policy.
7. Further detail will be agreed within the operating policy 28 days prior to the event and will include a traffic management policy.
Protection of children from harm
1. SIA stewards will be in attendance.
2. Provision for dealing with lost children etc will be detailed in the operating policy submitted 28 days prior to the event.
