Annex 2 - Conditions Consistent with the Operating Schedule
General Conditions
1 The Licensee will ensure that the lighting and sound contractor provide their own insurance up to £5 Million covering all aspects of the sound and light equipment; that Party Pavilions supply cover to marquees for all risks; and that the Organisers take out Public Liability for up to £5 Million.
Crime and Disorder
1. The Licensee will ensure that security staff are employed during night and afternoon of the event.
2. The Licensee will ensure that the Community Policeman will be on duty all day along with Specials.
3. The Licensee will ensure that the outside bar only uses plastic glasses, and that the Douglas Bader PH (where possible) will use plastic glasses when serving patrons who will be coming on to the Green. Additionally the Licensee will ensure that announcements are made via the sound system during the day asking the public to take glasses back to the Douglas Bader.
Public Safety
2 The Licensee will ensure that St John Ambulance staff are in attendance along with an ambulance. Additionally, Organisers will have mobile phones to immediately contact emergency services.
3 The Licensee will ensure that all Organisers, stage hands and bar staff are aware of the position of fire extinguishers and how they work.
4 The Licensee will ensure that Organisers make a visual check of the Green on the Friday before the event to look for holes where the public could trip. Additionally the Licensee will ensure that the Pitch Co-ordinator checks that there are no guide ropes or hazards past the front markers of each stall.
5 The Licensee will ensure that stewards fence off the second stage in the evening, debarring public access.
6 The Licensee will ensure that generators are fenced of in a safe method from the public.
7 The Licensee will ensure that any generators brought by stallholders are checked by the Pitch Co-ordinator to see that they are safely positioned away from the public.
Prevention of Public Nuisance
8 The Licensee will ensure that litter bins are emptied throughout the day. Additionally the Licensee will ask all Organisers to be vigilant for broken glass. Litter baskets will be emptied to a skip at rear of the Pavilion.
9 The LAeq of the music noise, known as the Music Noise Level (MNL), from the playing of live music and the performance of recorded music during the event shall not exceed 65dB(A) over a 15 minute period when measured at 1m from the façade of any nearby noise sensitive premises.
Protection of children from harm
10 The Licensee will ensure that support staff operate in pairs if escorting lost children to Control and that female support staff are available.
