Annex 2 - Conditions Consistent with the Operating Schedule
General Conditions
1. The premises will be managed in accordance with Club rules.
Crime and Disorder
1. There will be no new entry or re-entry of members and guests after 23.30 hrs.
2. The Licensee will ensure that members or guests who behave in a drunk or disorderly
manner are not admitted to the club premises or are served alcohol.
Public Safety
1. The Licensee will comply with any capacity limits as set by the Fire Officer
2. The Licensee will ensure that fire action notices are displayed in a prominent position
on the licensed premises.
3. The Licensee will ensure that emergency escape routes are clearly signed.
Prevention of Public Nuisance
Noise from Musical Entertainment
1. Signs will be displayed near all exits asking members and guests to respect local residents
by leaving in a quiet and orderly manner.
2. The windows to the function room (used for the playing of music) shall be kept closed and
provided with approved sound proofing when musical entertainment (other than
background music) is taking place.
3. The external doors to front and side of the function room shall be kept firmly closed when
musical entertainment (other than background music) is taking place. These doors shall be
used for emergency purposes only.
4. The volume of the amplification system shall be strictly controlled so that noise levels are
non-intrusive at any nearby residential properties.
5. A noise control device shall be used for all music entertainment and maintained at a level
agreed by the Environmental Protection Team at Suffolk Coastal District Council.
6. The sound attenuation work that has been undertaken is to be checked by the Head of
Health. If the Head of Health recommends changes or additional work it shall be carried
out prior to any regulated entertainment being permitted at the premises. If the Head of
Health is satisfied with the work that has been done he may notify the Premises Licence
Holder in writing.
7. In the event that additional ventilation is necessary to the function room, a detailed scheme
shall be submitted to the Environmental Protection Team at Suffolk Coastal District Council
and only an approved scheme shall be fitted.
8. No musical entertainment shall be permitted after the 31 March 2009 until a suitable
lobby/porch has been constructed over the side function room door.
9. During all musical entertainment, a responsible person shall be available to monitor the
music levels outside the building and immediately implement any changes necessary;
to ensure noise levels remain non-intrusive at nearby residential properties,
in accordance with any request made by an authorised officer of the Council.
Any such changes in noise levels shall be maintained at the reduced level for the period of
the music event.
Use of outside Areas
10. All regulated musical entertainment shall be restricted to within the function room and no
external speakers or amplification systems shall be used outdoors unless previously agreed
in writing with the Licensing Authority.
11. Persons shall be discouraged from taking drinks outside of the premises.
12. The area’s outside the front, rear and side of the premises shall be not be used for the
consumption of drinks after 20:00 hours. These areas shall be designated for access and
smoking only.
13. The movement of bottles to and from receptacles outside the premises shall not take
place between the hours of 23:30 and 07:00 other than for deliveries.
Protection of children from harm
1. The Licensee will ensure that persons under the age of 16 are only allowed in The Club if
accompanied by a parent or responsible adult.
2. The Licensee will ensure that any person 16 or over if using the Club’s facilities must be an
affiliated member of The Club.
3. The Licensee will ensure that appropriate signage will be displayed prohibiting the direct or indirect supply or delivery of alcohol to children.
4. The function room bar will be closed during junior discos and any other similar events.
5. All members of staff at the premises will seek PASS accredited proof of age cards,
Photo-driving licences or passports as proof of age evidence from any person who appears
to be under the age of 18 and who is seeking to purchase or consume alcohol on the
premises.
