Annex 2 - Conditions Consistent with the Operating Schedule
General Conditions
1 The Licensee will ensure that refuse facilities are provided by Suffolk Coastal District Council for each event.
2 The Licensee will ensure that the site is cleared within 24hours after each event.
3 The Licensee will ensure that adequate trained first aider(s) are on duty when the public are present.
4 The Licensee will ensure that St Johns Ambulance will be in attendance where possible at each event.
5 The Licensee will ensure that certificated fire fighting equipment is provided from a professional source and advice on their use obtained.
6 The Licensee will provide adequate mobile toilet facilities including disabled provision and carry out regular checks on their condition.
Prevention of Crime and Disorder
7 The Licensee will take advice from Suffolk Constabulary and implement any strategy as recommended.
8 The Licensee will provide adequate marshalls to monitor crowd behaviour at any event.
9 All marshalls will be provided with florescent jackets.
Public Safety
10 The Licensee will ensure that appropriate risk assessments are in place which will be tailored to each specific event.
11 The Licensee will provide adequate marshalls to monitor safety issues. Marshalls will be co-ordinated by a competent person.
Prevention of Public Nuisance
1. The Licensee will provide adequate marshalls to co-ordinate access and egress from the site and monitor overall noise levels.
2. The LAeq of the music noise, known as the music noise level (MNL), arising from the performance of live music, the playing of recorded music and the performance of dance during any permitted event shall not exceed 65dB (A) over a 15 minute period when measured at 1m from the façade of any nearby noise sensitive premises.
3. The meadow shall only be used for the performance of live music, the playing of recorded music and the performance of dance on 4 days in any one calendar year.
4. On 2 of the 4 days upon which the performance of live music, the playing of recorded music and the performance of dance are permitted, all regulated entertainment shall finish no later than 23.00 hours.
Protection of children from harm
12 The Licensee will ensure that children are only admitted to events when accompanied by an adult.
13 The Licensee shall implement a ‘Strict No Drugs’ Policy.
14 The Licensee will seek ‘credible’ photographic proof of age evidence from any person who appears to be under the age of 18 and who is seeking to purchase or consume alcohol on the premises.
