Annex 2 - Conditions Consistent with the Operating Schedule
General Conditions
1 The Licensee will ensure that the person nominated to be responsible for the event(s) is issued with a mobile phone.
2 The Licensee will ensure that the event(s) is properly stewarded and that nominated stewards are provided with fluorescent yellow jackets.
3 The Licensee will ensure that the police are notified of any events to be held at the licensed venue and any advice given acted upon.
Crime and Disorder
4 The Licensee will display any crime prevention notices if requested to do so by the police.
5 All members of staff at the premises will seek ‘credible’ photographic proof of age evidence from any person who appears to be under the age of 18 and who is seeking to purchase or consume alcohol on the premises.
Public Safety
6 The Licensee will ensure that either a fully trained first -aider or the St John’s Ambulance Brigade is on duty when the public are present.
7 The Licensee will ensure that all exits are kept clear, clearly signed and well illuminated whilst the public are on the licensed premises.
8 The Licensee will provide a PA system or loud hailer as means of communication in the event of an emergency.
9 The Licensee will ensure that when disabled people are present, adequate arrangements are in place to enable their safe evacuation from the premises in the event of an emergency.
10 The Licensee will ensure that all exits and escape routes are clearly identified, kept free from obstruction and available for immediate use in the event of an emergency during licensable activities.
11 The Licensee will ensure that safety checks will be carried out before the public are admitted on to the licensed premises.
12 The Licensee will ensure that the maximum permitted number of persons on the licensed premises does not exceed 5,000.
13 The Licensee will ensure that notices detailing the action to be taken in the event of fire or other emergencies, including how the Fire Brigade should be summoned, will be prominently displayed on the licensed premises.
14 The Licensee will ensure that the Fire Brigade is called immediately in the event of a fire, however slight, and the details recorded in a Fire Log-Book.
15 The Licensee will ensure that access for emergency vehicles will be kept clear and free from obstruction.
16 The Licensee will ensure that the following systems are maintained and inspected by a suitably qualified professional person in accordance with the appropriate British Standard an at intervals recommended in national guidance, and will keep the records of such inspections available for inspection by authorised officers on request:
Electrical installation
Emergency lighting systems
Fire alarm systems
Portable fire fighting equipment
Temporary electrical installations
Prevention of Public Nuisance
1 The performance of live music and the playing of recorded music, other than in connection with the performance of a play or a dance, shall take place on no more than 6 days between 1 May and 31 December in any one calendar year.
2 The volume of any amplification system used in connection with the performance of a play, dance or live music, the playing of recorded music and the amplification of speech shall be controlled such that it is non-intrusive at the boundaries of nearby residential properties.
3 At least 7 days prior to the start of any event that is to feature a performance of live music or the playing of recorded music after 21:00 hours, the contact telephone number of the event organiser or a member of the Framlingham Town Council with authority to reduce noise levels at the event shall be forwarded to the Licensing Authority.
4 The Licensee will provide and maintain signage on the premises requesting that patrons leave the area quietly.
Protection of children from harm
5 The Licensee shall ensure that no unaccompanied children under the age of 12 will be allowed on the premises
6 The Licensee shall ensure that no alcohol is allowed in the play areas of the licensed premises.
