Annex 2 - Conditions Consistent with the Operating Schedule
General Conditions
1 The premises will be managed in accordance with club rules.
2 The Licensee/DPS will actively participate in a local Pubwatch/Nightsafe scheme(s) (or similar) where such a scheme operates within the locality of the premises.
3 The Club Steward will hold the BIIAB Level 2 National Certificate.
4 The Club Steward will be responsible for training all bar staff.
Crime and Disorder
5 When permitted entertainment is being provided, the door security system will be in operation and access will be monitored by bar staff.
6 No drinks will be served in glass bottles for consumption on the premises other than wine to customers having meals in the restaurant area.
7 Toughened glasses will be used on the premises and any customer wishing to leave the premises whilst drinking will have the drink dispensed into a plastic container.
8 Relevant crime prevention notices will be displayed at the request of the police.
5. There will be no discounted promotions such as happy hours.
Public Safety
9 The Licensee will ensure that when disabled people are present, adequate arrangements are in place to enable their safe evacuation from the premises in the event of an emergency.
10 The Licensee will ensure that the following systems are maintained and inspected by a suitably qualified professional person in accordance with the appropriate British Standard an at intervals recommended in national guidance, and will keep the records of such inspections available for inspection by authorised officers on request:
Electrical installation
Emergency lighting systems
Fire alarm systems
Gas boiler appliance
Oil fire boiler appliance
Suspended ceilings
Portable fire fighting equipment
Temporary electrical installations
3. The Licensee will ensure that the maximum permitted number of persons on the premise will not exceed 125.
4. The Licensee will ensure that all exits and escape routes are clearly identified, kept free from obstruction and available for immediate use in the event of an emergency during licensable activities.
5. The Licensee will ensure that all fire doors are maintained so as to be effectively self-closing and not held open other than by approved devices.
6. The Licensee will ensure that regular fire drills are carried out for staff.
7. The Licensee will ensure that all staff undergo fire safety training and understand what actions are to be taken in an emergency.
Prevention of Public Nuisance
1 The use of outside areas including the beer garden and external seating shall not be permitted after 23.30 hours.
2 The volume of the amplification system shall be strictly controlled so that noise levels are non-intrusive at nearby residential property.
3 The windows to the function room used for the playing of music shall be kept closed when musical entertainment (other than background music) is taking place.
4 The external doors to any function room used for the playing of music shall be kept firmly closed when musical entertainment (other than background music) is taking place.
5 In the event that additional ventilation is necessary to the function rooms, a detailed scheme shall be submitted to the Environmental Protection Section and only an approved scheme shall be fitted.
6 Nearby neighbours will be notified when live entertainment is to take place.
7 Notice will be displayed requesting customers to leave the premises in a quiet and orderly way.
8 Noxious smells will not be permitted to cause a nuisance to nearby properties.
9 Flashing or particularly bright lights will not be permitted so as to cause a nuisance to nearby properties.
10 All external opening windows and doors in the room where regulated entertainment is taking place shall be kept closed other than for access and egress. While live and recorded music is taking place (other than in the form of background music.)
The volume of the amplification system for any description of musical or other recorded entertainment shall be strictly controlled so that noise and vibration levels are non-intrusive at the boundaries of nearby residential properties.
Protection of children from harm
11 The Portman Group code of practice on the naming, packaging and promotion of alcoholic drinks will be complied with.
12 The Licensee will ensure that children are accompanied at all times by an adult while they are on the premises.
13 The Licensee will ensure that only suitable entertainment is provided when children are on the premises.
14 The Licensee will not permit children under the age of 14 on the premises after 23:00 hours.
