Annex 2 - Conditions Consistent with the Operating Schedule
General Conditions
Conditions imposed by JUSTICE ON-LICENCE - Licensing Act 1964, S 59, 60 and 63
1 Alcohol shall not be sold or supplied except during permitted hours.
2 In this condition, permitted hours means:
On weekdays, other than Christmas Day, Good Friday or New Year’s Eve, 11 a.m. to 11 p.m.
b On Sundays, other than Christmas Day or New Year’s Eve, 12 noon to 10.30 p.m.
c. On Good Friday, 12 noon to 10.30 p.m.
d. On Christmas Day, 12 noon to 3 p.m. and 7 p.m. to 10.30 p.m.
e. On New Year’s Eve, except on a Sunday, 11 a.m. to 11 p.m.
f. On New Year’s Eve on a Sunday, 12 noon to 10.30 p.m.
On New Year’s Eve from the end of permitted hours on New Year’s Eve to the start of permitted hours on the following day (or, if there are no permitted hours on the following day, midnight on 31 December).
3. The above restrictions do not prohibit:
a. the consumption of alcohol on the premises during the first 20 minutes after the above hours;
b. the taking of the alcohol from the premises (unless the alcohol is supplied or taken in an open vessel) during the first 20 minutes after the above hours;
c. the consumption of the alcohol on the premises by persons taking meals there during the first 30 minutes after the above hours, if the alcohol was supplied for consumption ancillary to those meals;
d. the consumption of the alcohol on the premises by, or, the taking, sale or supply of alcohol to any person residing in the licensed premises;
e. the ordering of alcohol to be consumed off the premises, or the despatch by the vendor of the alcohol so ordered;
f. the sale of alcohol to a trader or club for the purposes of the trade or club;
g. The sale or supply of alcohol to any canteen or mess, being a canteen in which the sale or supply of alcohol is carried out under the authority of the Secretary of State or an authorised mess of members of Her Majesty’s naval, military or air forces;
h. the taking of alcohol from the premises by a person residing there; or
i. the supply of alcohol for consumption on the premises to any private friends of a person residing there who are bona fide entertained by him at his own expense, or the consumption of alcohol by persons so supplied; or
the supply of alcohol for consumption on the premises to persons employed there for the purposes of the business carried on by the holder of the licence, or the consumption of liquor so supplied, if the liquor is supplied at the expense of their employer or of the person carrying on or in charge of the business on the premises.
4. No person under fourteen shall be in the bar of the licensed premises during the permitted hours unless one of the following applies:
a. He is the child of the holder of the premises licence.
b. He resides in the premises, but is not employed there.
c He is in the bar solely for the purpose of passing to or from some part of the premises which is not a bar and to or from which there is not other convenient means of access or egress.
d. The bar is in railway refreshment rooms or other premises constructed, fitted and intended to be used bona fide for any purpose to which the holding of the licence is ancillary.
In this condition “bar” includes any place exclusively or mainly used for the consumption of intoxicating liquor. But an area is not a bar when it is usual for it to be, and it is, set apart for the service of table meals and alcohol is only sold or supplied to persons as an ancillary to their table meals.
SUPPER HOURS CERTIFICATE - Licensing Act 1964, S 68
Where a supper hours certificate is in place in accordance with S68 of the Licensing Act 1964 add the following (depending on whether one or both of the extensions in square brackets have been granted):
5. Alcohol may be sold or supplied [for one hour following the hours set out above and][on Christmas day, between 3pm and 7pm] to persons taking table meals in the premises in a part of the premises usually set apart for the service of such persons and for consumption by such a person in that part of the premises as ancillary to his meal. For other purposes or in other parts of the premises the hours set out above shall continue to apply.
Conditions for the Management of Premises Licensed for
Public Entertainment under the Local Government (Miscellaneous Provisions) Act 1982
Part II
Indoor Sports under the Fire Safety and Safety of Places of Sport Act 1987, Part IV
1. Permitted Hours
1.1 The premises may be used for public entertainment, indoor spectator sports or entertainment of a like kind on:
a) Mondays to Fridays 10.00am - 12pm.
b) Saturdays 10.00am - 11.45pm.
) Sundays between 12 noon and 10.30pm
) New Year's Eve between 10 am and 12.30 am the following day
) Mondays - Saturdays, on any occasion when public entertainment is being provided in accordance with the hours specified in
i) an Extended Hours Order granted under Section 70 of the Licensing Act 1964
ii) a Special Hours Certificate granted under Sections 76, 77 and 78 of the Licensing Act 1964
PROVIDED that the District Council has been supplied with a copy of the relevant Order or Certificate.
f) Any occasion when public entertainment is being provided in accordance with the hours specified in a Special Order of Exemption granted under Section 74(4) of the Licensing Act 1964.
g) Any occasion when public entertainment is being provided by not more than two live performers or recorded music in accordance with Section 182 of the Licensing Act 1964.
1.2 The premises shall not be kept or used for public entertainment or indoor spectator sports or entertainment of a like kind on
) Christmas Day (except where a licence permits entertainment to extend after 12 midnight on Christmas Eve).
) At any time outside the permitted hours set out in paragraph 1.1 of these conditions without the consent of the District Council being obtained.
1.3 The licensed premises shall not be open for the purposes of public entertainment on any occasion when the licensing authority may so signify their desire in writing to the Licensee that the same should not be opened.
2. Access
All parts of the licensed premises shall be open to free ingress and inspection by:-
(a) Authorised Officers of the licensing authority.
(b) Persons authorised in writing by the licensing authority.
(c) Police Officers of the Suffolk Constabulary.
() Fire Officers of the Suffolk Fire Authority.
3. Alterations and Maintenance
3.1 No alterations or additions shall be made to any part of the licensed premises and the fixtures and fittings therein without the prior approval of the licensing authority.
3.2 All parts of the licensed premises, including the fixtures and fittings therein, whether fixed or otherwise, shall be kept clean and maintained in good working order.
3.3 The Fire Alarm and emergency lighting systems shall be tested monthly by the licensee to ensure that they operate effectively.
3.4 The licensee shall maintain the log book provided and ensure that it is kept at the premises and that details of tests, etc. are entered.
3.5 The licensee shall maintain public liability insurance not less than £5 million per claim.
4. Licensee's Responsibilities.
4.1 The Licensee or some responsible person nominated by him in writing shall be in charge of, and present in, the licensed premises during the whole time they are open to the public. Any such nominated person shall be provided with a copy of these licensing conditions.
4.2 The Licensee shall take all reasonable precautions for the safety of the public, performers or employees on the premises.
4.3 The numbers of persons permitted on the premises shall not exceed:

4.4 The Licensee or his nominated representative shall to the best of his ability maintain and keep order and decent behaviour on the licensed premises.
4.5 The Licensee shall not allow any lewd, obscene or indecent performance to take place on the licensed premises or allow any obscene poster, advertisement, film, photograph or programme to be displayed or shown on any part of the premises.
4.6 No exhibition, demonstration or performance of hypnotism as defined in Section 2(1a) and 5 of the Hypnotism Act 1952 shall be given by any person on the licensed premises except with the written consent of the licensing authority and in accordance with any conditions attached to such consent.
4.7 The Licensee shall ensure that Regulation 37 of the Cinematographic Safety Regulations 1955 is complied with on any occasion that the premises are used for cinematographic exhibitions.
4.8 The Licensee shall ensure that the noise level emanating from the premises remains at a reasonable level and shall comply with any requirements of the Director of Environmental Services in this respect.
4.9 The Licensee shall inform the Council, in writing, of any change of his address during the period of the licence within seven days of such change taking place.
5. Fire and Safety.
5.1 The Licensee shall ensure compliance with the fire precautions and safety measures required by the Chief Fire Officer, as set out in the attached schedule and any conditions which may from time to time be required by the Chief Fire Officer and which have been notified to the Licensee by the licensing authority.
5.2 Stewards: The minimum number of stewards present when members of the public are present shall be:
(i) up to 100 persons - 2 stewards
(ii) for each additional 50 persons or part thereof - 1 steward.
Each steward shall be readily identifiable to members of the public and shall be instructed and trained in the following:
(i) The action to be taken upon discovering a fire.
(ii) The position of the exits.
(iii) the operation and location of the emergency lighting and fire fighting equipment.
(iv) Raising the alarm and correct method of calling the Fire Brigade.
(v) Evacuation of the public in the event of an emergency.
5.3 Fire Procedure: The Fire Brigade shall be immediately called to any outbreak of fire, however slight.
5.4 Exits: All doors indicated as exits on the attached plan shall be maintained so that they open easily and fully and the following shall apply as appropriate:
a) Exit doors shall only be secured in such a manner that they can be immediately and easily opened from within.
b) Exit doors which do not open outwards shall be secured in the open position when members of the public are present.
c) Exit doors and the external routes therefrom shall be maintained clear and unobstructed and illuminated when members of the public are present.
d) Illuminated Exit signs and notices shall be properly maintained and free from obstruction.
5.5 Means of Escape: All parts of the premises used for means of escape in case of fire, shall be kept entirely free from obstruction, whether permanent or temporary, so as not to impede safe evacuation of the premises.
5.6 Floors and Floor Coverings, shall be properly maintained in a sound condition and possess reasonable antislip properties.
5.7 Seating: If loose chairs are used for seated audiences they shall be secured together in blocks of not less than four or more than 14 seats.
Seats shall be arranged so as to provide gangways not less than 1.1m in width which lead to and connect with exits. No seat shall be more than 3.6 metres from a gangway measured along a row of seating.
5.8 General Lighting: All parts of the premises and the external escape routes to which the public have access shall be suitably illuminated in the absence of adequate daylight at all times when members of the public are present.
5.9 Emergency Lighting: If the emergency lighting system is not designed to come on
automatically in the event of failure of the mains lighting circuit it shall be switched on at all times when the public are present.
5.10 Fire Fighting Appliances: The fire fighting appliances indicated on the attached plan shall be maintained and immediately available for use.
5.11 Drapes and Decorations: All drapes, curtains or similar hangings shall be of such material or be so treated that they will not readily catch fire.
No combustible effects or decorations shall be used in the premises except by permission of the licensing authority.
5.12 Electrical Cables, flexes and other wiring must be laid in such a manner so as not to cause a hazard to those using the licensed premises.
5.13 Heating Appliances: All heating appliances shall be manufactured and installed in accordance with the appropriate British Standard and shall be properly guarded and maintained.
Portable heating appliances burning liquefied petroleum gas or fuel oil shall not be used and such fuels shall not be stored in the premises when members of the public are present.
5.14 Car Parking: No vehicles shall be parked in such as way as to restrict the means of escape provided from the premises, or prevent the safe access and egress of the emergency services.
6. Welfare and Hygiene.
6.1 Where food is cooked and/or is sold on the licensed premises the licensee shall ensure that the requirements of the Food Safety Act 1990 and the Food Hygiene (General) Regulations 1970 are complied with.
6.2 Efficient and adequate means of ventilation shall be available during the whole time the public are on the licensed premises. Where mechanical ventilation is provided this shall be maintained in a safe and satisfactory condition and detailed operating instructions shall be exhibited in a suitable prominent position.
6.3 A sufficient number of suitable receptacles with close fitting lids shall be provided to receive and store refuse from the licensed premises.
6.4 There shall be compliance with any requirements specified by the Director of Environmental Services and set out in the schedule attached to this licence and with any further reasonable requirements that from time to time may be required by the Director of Environmental Services and which have been notified to the licensee by the licensing authority.
6.5 An adequate properly equipped and maintained first aid kit shall be available at the premises at all times when the public are present.
7. General
7.1 On those occasions when disabled or handicapped persons are present on the licensed premises such special arrangements as may be necessary in the circumstances shall be made so as to ensure all persons leave the premises safely in the event of fire.
7.2 The licensing authority reserves the right under statute after the granting, renewal or transfer of the licence at any time to dispense with or modify any of these conditions, terms and restrictions and to make additional conditions, terms and restrictions as they may deem appropriate to meet the circumstances of any particular case.
7.3 Any notice or notification in writing under these conditions shall be deemed to have been served on the licensee if:-
(i) it is served upon the licensee personally
(ii) it is left or posted to the licensee at his last known address
(iii) it is left at the licensed premises.
THEATRE ACT 1968 CONDITIONS
1. EXITS.
1.1 All gangways, corridors, staircases and external passages intended for use by the public shall be maintained free from obstruction.
1.2 Whilst members of the public are present, no door used as an exit shall be fastened or secured in such a manner that it cannot be readily and immediately opened from the inside, and
(a) inward opening doors shall be secured in the open position at all times when the public are present;
(b) shall be maintained so that they can be easily and fully opened.
1.3 All floor and stair coverings shall be securely fixed in position and maintained in good condition.
1.4 Any hangings or curtains across exit doors or across gangways shall:-
(a) be made to part in the centre of each exit;
(b) hang so as to be readily drawn aside and not trail on the floor;
(c) be arranged so as not to cover notices; and
(d) have the parting edge indicated by a contrasting colour edge strip.
1.5 The nosings of all steps and stair treads shall be made conspicuous by the provision of a 50mm white strip.
2. NOTICES.
2.1 All available exits and escape routes shall be clearly indicated by signs positioned at a height of between 2m and 2.5m above the floor.
2.2 Fire safety signs and notices should conform with the relevant British Standards. Existing signs which do not meet the British Standards need not be replaced immediately if they are effectively fulfilling their purpose.
2.3 Exit signs which are constantly illuminated will be required where the lighting may be dimmed or extinguished.
2.4 A notice with the words “PUSH BAR TO OPEN” shall be permanently displayed immediately above the push bar on all doors fitted with a panic bolt.
2.5 A notice with the words “FIRE DOOR - KEEP SHUT” shall be permanently displayed at about eye level on both faces of all fire doors which are required to be self-closing.
2.6 A notice with the words “FIRE DOOR - KEEP LOCKED SHUT” shall be permanently displayed on the outside face of all fire doors not required to be self-closing eg: cupboards.
2.7 A notice with the words “FIRE ESCAPE - KEEP CLEAR” shall be permanently displayed at about eye level on the external face of all doors which are provided solely as a means of escape in the case of fire and which, because they are not normally used, are liable to be obstructed.
3. NORMAL AND ESCAPE LIGHTING.
3.1 All public access and internal and external exitways from the premises shall be provided with both normal and escape lighting. Both systems must be capable of providing adequate levels of illumination to allow persons to leave the premises safely.
3.2 All escape lighting installations shall be installed and maintained in accordance with the relevant British Standard.
3.3 All exit and directional signs shall be illuminated by both the normal and escape lighting at all times when the public are present.
4. MEANS FOR GIVING WARNING IN CASE OF FIRE.
4.1 A fire alarm system should be installed and maintained to comply with the relevant British Standard. The type of fire alarm system required must be agreed with the Licensing Authority.
5. SEATING ARRANGEMENTS.
5.1 Seating and gangways in the auditorium or hall shall be so arranged as to allow free and ready access direct to the exits.
5.2 No portion of any gangway should normally be more than 18m from an exit from the auditorium or shall measured along the line of the gangway.
5.3 In those parts of the auditorium or hall where escape is available in one direction only, no portion of any gangway should be more than 7.5m from that exit measured along the line of the gangway.
5.4 A clear access route to all seats of at least 305mm shall be maintained between adjacent rows of seats.
5.5 Gangways should be of adequate width for the number of seats served but shall not be less than 1.05m.
6. FIRE FIGHTING EQUIPMENT.
6.1 Adequate and appropriate means for fire fighting shall be provided and maintained for use by persons in the building.
7. STAGE.
7.1 The stage should be constructed and arranged so as to minimise the risk of fire.
7.2 The platform or stage shall not be congested with scenery or props and the exits leading from the stage shall be maintained free from obstruction.
7.3 All scenery and drapes shall be maintained flame retardant. Valid certificates of treatment may be required by the Licensing Authority.
8. ATTENDANTS.
8.1 Competent attendants shall be on duty during the whole time that the public are on the premises. These attendants shall be specifically instructed as to their responsibilities in the event of fire and other emergency. Account should be taken of the additional responsibility caused by the attendance of persons with disabilities.
8.2 The primary duty of attendants is to ensure that safe conditions are maintained in the premises and to achieve this, they should:-
(a) ensure that no overcrowding occurs in any part of the premises;
(b) keep all gangways and exits clear at all times;
(c) prevent standing on seats or furniture; and
(d) be aware of any special requirements needed to ensure the safe evacuation of the public.
8.3 Attendants shall be readily identifiable to the public by means of some conspicuous clothing or marking system which is visible under all lighting conditions.
8.4 The number of attendants on duty on the premises shall be not less than 1 for every 250, or part of 250 persons present; and
(a) if the number of persons on the floor or tier is less than 100, there should be at least 1 additional attendant on duty on that floor or tier;
(b) if the number of persons present on any floor or tier exceeds 100 there should be at least 2 additional attendants on duty on that floor or tier.
9. GENERAL FIRE PRECAUTIONS
9.1 No vehicles shall be parked so as to obstruct exits from the premises.
9.2 In the event of fire, the Fire Service shall be called immediately.
9.3 No naked flame shall be used on the stage without the permission of the Licensing Authority.
9.4 Portable heating appliances shall not be used in the premises whilst members of the public are present.
CINEMATOGRAPH ACT CONDITIONS
1. (a) Upon receipt of notification in writing from the licensing authority in respect of the prevalence of contagious or infectious disease the licensed premises shall not be open for the purposes for which the Licence is granted.
(b) The licensed premises shall not be opened for the purposes for which this Licence is granted earlier than 9 o'clock in the morning and shall be closed not later than 11 o'clock in the evening on any day during the week, and shall not be opened on Christmas Day without the permission of the licensing authority.
(c) On Sundays the licensed premises shall not be opened for the purposes for which this Licence is granted earlier than 12.00 noon in the afternoon and shall be closed not later than 11 o'clock in the evening.
(d) Extension of these hours may be given on permission being granted by the licensing authority in writing.
2. The licensee shall maintain good order and decent behaviour in the licensed premises, and shall inform the Police immediately he becomes aware of any indecent conduct taking place, or which is said to have taken place, in the premises.
3. No film shall be exhibited unless -
(a) It has received a "U", "PG", "12A", "15" or "18" certificate from the British Board of Film Classification; or
(b) It is a current newsreel which has not been submitted to the British Board of Film Classification
4. No person apparently under the age of 18 years shall be admitted to any exhibition at which there is to be shown any film which has received a "18" certificate from the British Board of Film Classification.
5. No person apparently under the age of 15 years shall be admitted to any exhibition at which there is to be shown any film which has received a "15" certificate from the British Board of Film Classification.
6. No person apparently under the age of 12 years shall be admitted to any exhibition at which there is to be shown any film which has received a "12A" certificate from the British Board of Film Classification unless they are accompanied by a responsible adult.
7 Notwithstanding the conditions herein before contained, a film may be exhibited, or person, or any class of persons, may be admitted thereto if the permission of the licensing authority is first obtained and any conditions of such permission are complied with.
8 A representation or written statement of the terms of any certificate given by the British Board of Film Classification shall be shown on the screen immediately before the showing of any film to which it relates and the representation or statement shall be shown for long enough and in a form large enough for it to be read from any seat in the auditorium.
9 There shall be prominently exhibited at each public entrance whenever the premises are open to the public a notice indicating in tabular form and in clear bold letters and figures -
(a) the title of each film to be shown on that day, other than trailers and films of less than 5 minutes duration;
(b) the approximate times of commencement of each such film;
(c) whether each such film has received a "U", "PG", "12A", "15" or "18" certificate from the British Board of Film Classification;
(d) the effect of such "U", "PG", "12A", "15" or "18" certificates in relation to the admission of persons under the age of 18 years
10. The nature of any certificate received in respect of a film from the British Board of Film Classification shall be clearly indicated by the figure "U", "PG", "12A", "15" or "18" in any advertisement of the film displayed at the premises.
11. No advertisement displayed at the premises of a film to be exhibited at the premises shall depict as a scene or incident in the film any scene or incident which is not included in the film as certified by the British Board of Film Classification or approved for exhibition by the licensing authority, as the case may be.
12. Where the licensing authority have given notice in writing to the licensee of the premises objecting to an advertisement on the ground that, if displayed, it would offend against good taste or decency or be likely to encourage or incite to crime or to lead to disorder or to be offensive to public feeling that advertisement shall not be displayed at the premises unless the permission in writing of the licensing authority is first obtained and any conditions of such permission are complied with.
13. Where the licensing authority have given notice in writing to the licensee of the premises prohibiting the exhibition of a film on the ground that it contains matter which, if exhibited, would offend against the good taste or decency or would be likely to encourage or to incite to crime or to lead to disorder or to be offensive to public feeling, that film shall not be exhibited in the premises unless the permission in writing of the licensing authority is first obtained and any conditions of such permission are complied with.
14. For the purposes of this Licence "film" means any exhibition of moving pictures produced otherwise than by the simultaneous reception and exhibition of television programmes broadcast by the British Broadcasting Corporation or the Independent Broadcasting Authority or included in a cable programme service which is or does not require to be licensed by the Cable Authority under Section 4 of the Cable and Broadcasting Act 1984.
15 If the licensing authority do not agree with the category in which any film passed by the British Board of Film Classification is placed, they shall be at liberty to alter such category, and, on notice of such alteration being given by the licensing authority to the licensee, the film thereafter shall be treated as having been placed in the altered category and the conditions applicable to the exhibition of films in such altered category shall be complied with.
16 If the licensing authority request the licensee to exhibit to them any film, he shall do so at such reasonable time as the licensing authority may, in writing, direct.
17. The premises and the licensee shall comply with the requirements of relevant legislation relating to the storage, preparation, cooking or sale of food and drinks.
18. The several lavatories, W.C. 's and urinals in the licensed premises shall at all times be kept in good order and repair, and be properly and effectually cleansed, ventilated, disinfected, and supplied with water, and the doors leading thereto shall be suitably marked. Adequate and separate conveniences shall be provided for persons of each sex.
19. All parts of the licensed premises shall be open to inspection by the persons referred to in Section 13 of the Cinemas Act 1985, and by any other persons duly authorised in writing by the licensing authority during any exhibitions, or at any other time upon reasonable notice being given to the licensee.
20. Alterations or additions, whether permanent or temporary, to the structure, the lighting, heating or ventilating installations, or to the seating, gangways or other arrangements, at the premises, shall not be made except with the prior approval of the licensing authority and compliance with Planning and Building Regulation requirements as appropriate. Provided that such approval need not be obtained for any work which is necessary for the efficient maintenance of the premises.
21. Heating of the licensed premises shall be provided in a manner satisfactory to the licensing authority.
22. All public parts of the premises shall be kept properly and sufficiently ventilated to the satisfaction of the licensing authority.
23. Where the licensed premises form part only of a building, the licensed premises shall, if the licensing authority so require, be separated from other parts of the building by walls or structures of fire-resisting materials.
24. (a) Whenever the licensee proposes to redecorate or to erect scaffolding in the auditorium of the licensed premises he shall report the fact in writing to the licensing authority and the licensee shall there-upon cause an inspection to be made of all ceilings and any part of the structure which directly or indirectly provides support thereto, ornamental plasterwork and suspended gas, electric and other fittings over those parts of the licensed premises to which the public have access in order to ascertain that such ceilings, plasterwork and fittings are in a safe condition.
() In the case of old buildings or of ceilings of unusual construction, the licensing authority may require the licensee to cause inspections of such ceilings and any part of the structure which directly or indirectly provides support thereto, plasterwork and fittings to be made from time to time more frequently than the period of five years required by the Regulations of the Secretary of State.
() Any examination of ceilings and any part of the structure which directly or indirectly provides support thereto, shall be made by a competent person being a fully qualified chartered structural engineer, chartered surveyor or equivalent on behalf of the licensee in the presence of a technical officer representing the licensing authority but nothing contained in this Condition shall be deemed to relieve the licensee of his responsibility for the proper maintenance and safety of the licensed premises.
25. Communication shall be maintained between the licensed premises and the Fire Services, and the telephone number of the appropriate Fire Station must be displayed above each telephone. Any outbreak of fire, however small, on the licensed premises shall be communicated at once to the Fire Service.
26 In these Conditions the word "licensee" shall, where the context so admits, include the owner of the cinematograph or other apparatus, the occupier of the licensed premises, the responsible person nominated by the licensee to be in charge of the premises in pursuance of the Regulations of the Secretary of State, and any other person who is for the time being in charge of the premises.
27. This licence must be kept at the licensed premises and must be accessible to the licensee. The licence, together with the nomination in writing of the person to be in charge of the premises and of the fire appliances respectively, shall also be produced upon demand for Inspection by any person authorised under section 13 of the Cinema Act 1985, and by any other persons duly authorised in writing by the licensing authority.

1. Regular updates on all aspects of licensing objectives will be given to employees and the management structure will ensure that that licensing objectives are a priority for all.
Crime and Disorder
1 The Licensee shall display in a prominent position the entry conditions for the different film classifications.
2 All members of staff at the premises will seek PASS accredited proof of age cards, photo-driving licences or passports as proof of age evidence from any person who appears to be under the age of 18 and who is seeking to purchase or consume alcohol on the premises.
3 The Licensee will ensure that only plastic glasses are used in the auditorium.
Public Safety
The numbers of persons permitted in the cinema auditorium of the premises at any one time will not exceed 264 closely seated.
The Cinematograph (Safety) Regulations apply with the exception of:
Regulation 4(3) which is replaced with the following:
Attendants - premises without a staffing alerting system
Where premises are not equipped with a staff alerting system the number of attendants present should be as set out below:
Number of members of the audience present on the premises = 1 - 250
Minimum number of attendants required to be on duty = Two
And one additional attendant for each additional 250 persons (or part thereof)
Attendants - premises with a staffing alerting system
Where premises are equipped with a staff alerting system the number of attendants present should be as set out below:
Number of members of the audience present on the premises = 1 - 500
Minimum number of attendants required to be on duty = Two
Minimum number of other staff on the premises who are available to assist in the event of an emergency = One
Staff shall not be considered as being available to assist in the event of an emergency if they are:
The holder of the premises licence or the manager on duty at the premises; or
A member of staff whose normal duties or responsibilities are likely to significantly affect or delay his response in an emergency situation; or
A member of staff whose usual location when on duty is more than 60 metres from the location to which he is required to go on being alerted to an emergency situation.
Attendants shall as far as reasonably practicable be evenly distributed throughout all parts of the premises to which the public have access and keep under observation all parts of the premises to which the public have access.
The staff alerting system will be maintained in working order.

Prevention of Public Nuisance
1 The Licensee will provide and maintain signage on the premises requesting that patrons leave the area quietly.
2 The Licensee will provide information to customers on local taxi services.
3 All external areas as detailed on drawing number 7303-01 and dated May 2005 attached to the application shall not be used after 23:30 hours.
4 Any outdoor music or speech shall be restricted by way of the following:-
- It shall not take place after 22:00 hours.
- Outdoor entertainment shall only take place if strictly controlled such that noise disturbance is not caused to nearby residential properties.
- It shall only take place on a maximum of 25 occasions per year. The Licensee must notify the Environmental Protection Team at lest 14 days prior to any of the events taking place.
-There shall be no amplification on 10 of the 25 occasions per year.
5 The volume of the amplification system for any description of muscal entertainment shall be strictly controlled so that noise levels are non-intrusive at the boundaries of nearby residential properties.
6 A responsible person shall monitor the music levels outside the building, and implement any changes to reduce the noise levels in accordance with
any request by an authorised officer of the Council immediately and ensure
that volume is maintained at the reduced level.
7 After 23:30 hours all external doors and windows must be kept closed, other than for access and egress when amplified music and amplified speech is taking place.
Protection of children from harm
8 The Licensee shall ensure that children under 12 will not be admitted to a film exhibition after 23.00 hours unless accompanied by an adult.
