ANNEX 2 - CONDITIONS CONSISTENT WITH THE OPERATING SCHEDULE
General
1. The licence holder shall ensure that there is no glass to be allowed on site or in serving areas.
2. The licence holder will ensure that local residents will be informed via social media and press releases of the times and dates of the event.
3. The community event will be held once per year on a consecutive Thursday, Friday, Saturday and Sunday in the months of July and or August.
4. An orderly queue will be maintained at the entrance at all times.
5. Capacity limits will be strictly monitored and adhered to.
6. The Byways Care Home, located opposite the site on the B1119, will be consulted in advance. Care staff intend to accompany residents who wish to attend.
7. Clear signage will inform attendees of expected behaviour and prohibited activities.
The prevention of crime and disorder
1. The licence holder shall ensure SIA security take pro-active steps to ensure that alcohol is strictly not taken onto the site, and it will be a condition of entry that bags can be searched.
2. The licence holder shall ensure that security personnel will carry out high visibility patrols of the festival site inside and out of the immediate area to prevent and detect crime / anti-social behaviour.
3. The licence holder will ensure that security personnel will carry out challenges and confiscate alcohol where appropriate.
4. SIA-registered security staff will be on site during all licensed hours, with personnel positioned at entrances and key festival areas.
5. Security and event control will use radios for effective communication, and a detailed incident log will be maintained.
6. Drunk or disorderly individuals will be refused entry
7. Security staff will patrol inside the premises and will remove any person found supplying alcohol to under-18s or any under-18 in possession of alcohol or drugs.
8. A zero-tolerance approach will be taken to aggressive, abusive, or antisocial behaviour.
9. Only plastic drinking vessels will be used on site, with all bottled drinks decanted into plastic to reduce the risk of injury or misuse.
Public safety
1. Power will be supplied to all marquees, the stage and site area via two large generators beside stage and two behind bar area.
2. The marquees will have adequate emergency exits and will have a number of the correct type of fire extinguishers placed near to each exit. These will be assessed and placed by Warrior Fire Services.
3. Catering outlets on site will include various food outlets. Each will be supplied by either a 16 amp or 32-amp generator fed supply
4. A comprehensive Event Safety Management Plan will be in place, including full risk assessments for all activities, structures, and site operations.
5. A capacity assessment has been completed, with calculated square footage of public areas provided in the accompanying risk assessment.
6. On-site first aid and medical provision will be supplied, along with the Warrior Fire Service. Emergency vehicle access will be maintained at all times.
7. Appropriate fire extinguishers will be supplied and positioned near relevant risks.
8. Barriers, fencing, and clearly defined crowd-flow routes will be installed and monitored throughout the event.
9. Security staff will monitor crowd behaviour and support safe movement around the site.
10. Drinks will not be permitted to be taken off the premises at any time.
11. A full evacuation plan will be included within the Event Management Plan, and all staff will be briefed on emergency procedures.
12. Emergency exit points will be clearly marked on site and shown on the Event Management Plan.
13. A manned Event Control marquee will be in place to provide information, coordinate safety operations, and assist the public.
14. Electrical and structural checks will be carried out for all temporary infrastructure.
15. The event will follow current counter-terror and security guidance and consult with relevant organisations to support public safety.
The prevention of public nuisance
1. The licence holder shall ensure that the amplified sound levels from the main stage will be monitored throughout the event to ensure that noise levels do not exceed permitted levels.
2. The licence holder will ensure that the staging will be erected so that amplified sound is projected away from neighbouring residential properties.
3. The licence holder will ensure that the speakers on the stage will be placed facing in a slightly downward position, to angle music direction onto the field, to prevent some projection of sound.
4. The licence holder shall ensure that the festival goers will be asked to respect our neighbours and leave the event quietly.
5. The Event Car Park will be on the Memorial Field and at the Fromus Centre.
6. The licence holder shall ensure a Traffic Management company will be in attendance at the school entrance to control pedestrians, facilitate disabled parking and prevent unnecessary obstruction of the nearby Ambulance, Fire or Police Stations.
7. The licence holder shall ensure that there are clear traffic signage will be in place.
8. The licence holder will ensure that arrangements will be communicated prior to the event through literature and via the festival’s website.
9. The licence holder shall ensure that no alcohol will be sold after 10.30pm Friday and Saturday.
10. A Noise Management Plan will be in place, with sound levels monitored throughout the event to minimise disturbance to local residents.
11. All outdoor entertainment will cease by 20:00 on Sunday to further reduce noise impact.
12. Rubbish bins will be provided across the site to prevent waste issues outside the premises; bins will be checked regularly to ensure they are not used for hiding or sleeping.
13. A full litter pick will be carried out at the end of each event day.
14. Security staff will ensure that all members of the public have left the premises promptly and safely at closing time.
The protection of children from harm
1. The licence hold shall ensure that the Challenge 25 policy will be strictly adhered to by all bar staff.
2. The licence holder will have set procedures will be in place to deal with any reports of lost or found children on our event plan.
3. The licence holder will ensure volunteers and security will be fully briefed on safeguarding policies for children and vulnerable adults.
4. The organisers response will be overseen by the Event Manager or their Deputy from the designated Control.
5. The premises licence holder shall ensure that the organisations who deal with children’s activities, medics and volunteers who are allocated specific roles with children will be DBS checked. All children zones shall be attended in the presence of a carer adult.
6 The premises licence holder shall ensure that a Lost Child and Vulnerable Adult Policy will be in place, and all staff will be briefed on procedures to ensure the safety and wellbeing of minors and vulnerable attendees.
